On the Feasibility of Automated Detection of Allusive Text Reuse

The detection of allusive text reuse is particularly challenging due to the sparse evidence on which allusive references rely---commonly based on none or very few shared words. Arguably, lexical semantics can be resorted to since uncovering semantic relations between words has the potential to increase the support underlying the allusion and alleviate the lexical sparsity. A further obstacle is the lack of evaluation benchmark corpora, largely due to the highly interpretative character of the annotation process. In the present paper, we aim to elucidate the feasibility of automated allusion detection. We approach the matter from an Information Retrieval perspective in which referencing texts act as queries and referenced texts as relevant documents to be retrieved, and estimate the difficulty of benchmark corpus compilation by a novel inter-annotator agreement study on query segmentation. Furthermore, we investigate to what extent the integration of lexical semantic information derived from distributional models and ontologies can aid retrieving cases of allusive reuse. The results show that (i) despite low agreement scores, using manual queries considerably improves retrieval performance with respect to a windowing approach, and that (ii) retrieval performance can be moderately boosted with distributional semantics

Style Obfuscation by Invariance

The task of obfuscating writing style using sequence models has previously been investigated under the framework of obfuscation-by-transfer, where the input text is explicitly rewritten in another style. These approaches also often lead to major alterations to the semantic content of the input. In this work, we propose obfuscation-by-invariance, and investigate to what extent models trained to be explicitly style-invariant preserve semantics. We evaluate our architectures on parallel and non-parallel corpora, and compare automatic and human evaluations on the obfuscated sentences. Our experiments show that style classifier performance can be reduced to chance level, whilst the automatic evaluation of the output is seemingly equal to models applying style-transfer. However, based on human evaluation we demonstrate a trade-off between the level of obfuscation and the observed quality of the output in terms of meaning preservation and grammaticality.Comment: Accepted for presentation at COLING1

Assessing the stylistic properties of neurally generated text in authorship attribution

Recent applications of neural language models have led to an increased interest in the automatic generation of natural language. However impressive, the evaluation of neurally generated text has so far remained rather informal and anecdotal. Here, we present an attempt at the systematic assessment of one aspect of the quality of neurally generated text. We focus on a specific aspect of neural language generation: its ability to reproduce authorial writing styles. Using established models for authorship attribution, we empirically assess the stylistic qualities of neurally generated text. In comparison to conventional language models, neural models generate fuzzier text that is relatively harder to attribute correctly. Nevertheless, our results also suggest that neurally generated text offers more valuable perspectives for the augmentation of training data

Análisis de los planes territoriales sectoriales en España. Diagnóstico y tipificación por comunidades autónomas

Las circunstancias actuales de la planificación territorial y urbanística en España hacen necesario el planteamiento de nuevos modelos de desarrollo que den solución a los retos y realidades territoriales más complejos. La obra analiza en primer lugar, la situación actual para poder caracterizar la planificación sectorial, valorando cuestiones concretas, como los instrumentos para llevar a cabo la planificación o las relaciones jerárquicas entre ellos. Una vez completado el análisis, se da paso al diagnóstico y tipificación con una metodología de análisis multicriterio capaz de valorar cuestiones muy diversas. El trabajo se cierra con la definición de la planificación sectorial y las tendencias actuales de aplicación, a partir de las cuales se presentan unas primeras propuestas de mejora de la aplicación de la planificación sectorial, que permitan la mejora en la ordenación del territorio.CSO2016-78169-RThe current circumstances of territorial and urban planning in Spain make it necessary to propose new development models that provide solutions to the most complex territorial challenges and realities. The book first analyses the current situation in order to characterise sectoral planning, assessing specific issues such as the instruments for carrying out planning or the hierarchical relationships between them. Once the analysis has been completed, it moves on to diagnosis and typification using a multi-criteria analysis methodology capable of assessing a wide range of issues. The work closes with a definition of sectoral planning and current trends in its application, on the basis of which initial proposals for improving the application of sectoral planning are presented, which will enable improvements to be made in territorial planning

Planificación con impacto territorial en España: Análisis y diagnóstico de los sistemas de planificación económica, física y ambiental y su interacción. Opciones para una planificación comprehensiva

La presente tesis doctoral aborda la planificación con impacto territorial en España con el objeto de valorar, de manera crítica, como se concibe y desarrolla una herramienta que si bien encuentra su principal respaldo en la política de ordenación del territorio, también se asocia a otras políticas sectoriales como las de índole ambiental o las de desarrollo económico. En el primero de los capítulos, de carácter introductorio, se aboga por hacer de la ordenación del territorio una forma de meta-gobernanza que permita a la planificación, integral y estratégica, operar como espacio predilecto para la gobernanza y por tanto herramienta que guía toda acción política pública. Reconociendo que si bien esta política ha tenido un cierto recorrido y avance, evidenciado en la existencia actual de diferentes planes de ordenación territorial a varias escalas, todavía presenta un notable margen de mejora, particularmente en su cometido de avanzar hacia una cohesión socioterritorial clara. Ello enmarcado en un entendimiento de la planificación en un sentido comunitario, con pretensión emancipatoria y vocación transformadora de la realidad de los territorios en los que se aplica. Con el fin de realizar un ejercicio crítico como el que se pretende, el segundo de los capítulos queda destinado a presentar las herramientas metodológicas que sirven para poder realizar una valoración de los diferentes aspectos relacionados con la planificación territorial, desde las relaciones que esta guarda con la legislación de la que obtiene su legitimidad y de la que rehúye en una mala interpretación de la idea de lo estratégico, pasando por la forma en la que determinados aspectos se incluyen como prioritarios en el debate público, ligado a la conformación de las agendas políticas y la participación o exclusión en las arenas políticas en las que se producen estos debates, a la consideración de la planificación desde el punto de vista teórico, con especial interés en ir más allá del paradigma habermasiano que se mantiene como el hegemónico en un contexto como el español en el que las dinámicas de cambio de las políticas a las que se liga la planificación mantienen una lógica continuista que dificulta cambios sustanciales en la materia. Los capítulos tercero, cuarto y quinto presentan el estado del arte de las tres cuestiones objeto de estudio: la ordenación del territorio, la economía y el medioambiente respectivamente. Sobre la ordenación del territorio se recoge su recorrido hasta nuestros tiempos, y como su configuración se ha ido produciendo de manera paralela al desarrollo del Estado y su forma de proceder. Al respecto de la economía se alude a la falta de cohesión territorial como consecuencia de las dinámicas de acumulación que le son propias al capitalismo y que la ordenación del territorio no ha conseguido, tal vez por falta de interés, corregir. Y en cuanto a la cuestión medioambiental indicar la perversión de un ámbito que ha quedado reducido a una herramienta de justificación del desarrollismo económico en varias de sus facetas; desde la terminológica, a la política materializada en la protección de espacios naturales protegidos. El sexto de los capítulos recoge la estancia realizada, en el marco de la tesis, en la Universidad Católica de Leuven. El interés en este entorno radica en el hecho de ser el escenario de un ejercicio teórico-práctico en materia de planificación como es el Plan Estructural de la Región de Leuven llevado a cabo durante la década de 1990 por Louis Albrechts y su equipo, y que pone en evidencia como a pesar de las dificultades y reticencias que tuvieron que hacerse frente, es posible reconsiderar la forma de entender y desarrollar la planificación desde una reconceptualización teórica primero para su aplicación posterior, desde un enfoque de regulación de usos del suelo a una planificación estratégica normativa liderada por la administración pública, integral, emancipatoria y transformadora. Con el valor añadido de llevarse a cabo en un país como Bélgica con el que se han encontrado paralelismos claros en lo que a la configuración político-administrativa se refiere con España. El séptimo de los capítulos recoge algunos estudios de caso que ilustran las dinámicas previamente aludidas, con especial atención a los procedimientos de tramitación de los instrumentos de planificación, tanto ligados a la ordenación del territorio como los asociados a las políticas ambientales que tienen por objeto la protección de los espacios naturales de singular valor. Unos procedimientos marcados por irregularidades, dilaciones temporales y parálisis, y con un planteamiento marcadamente tecnocrático que los hace opacos a la sociedad civil. Cierra el texto un capítulo octavo dedicado a plantear algunas posibles mejoras de los aspectos tratados a lo largo de la tesis, desde la consideración de la propiedad privada y el mercado de una forma alternativa, a la presentación de diferentes posibilidades de avanzar hacia lógicas comunitarias, pasando por las relaciones entre planificación y ética para el desarrollo de una técnica de gobierno civil, también ligada a lo paisajístico y con la consecuente reconsideración de las relaciones de poder, y la defensa de la necesidad de llevar a cabo una re-materialización de las políticas territoriales

La planificación territorial de carácter sectorial en España: diagnóstico y propuesta de clasificación regional

El artículo analiza la situación de los planes sectoriales en el marco de la política de OT llevada a cabo por las 17 Comunidades Autónomas españolas, asumiendo la premisa de que su función debiera ser la de dar desarrollo y complementar los instrumentos de ordenación de carácter integral. Tras una sintética introducción de la planificación sectorial y su relación con la OT, en el segundo apartado se presenta el método multicriterio utilizado para la valoración de la situación de la planificación sectorial territorial (PST) a nivel autonómico de acuerdo con dicha premisa. En el tercero se presentan los resultados, lo que permite conocer el modelo de planificación territorial por el que apuesta cada comunidad autónoma y el tipo de relación entre planificación sectorial e integral existente en la actualidad. Ello permite realizar un diagnóstico de la política de OT a nivel español y sus posibles perspectivas futuras en el apartado final. This paper analyses situation of sectoral plans within the framework of the Spatial Planning Policy in 17 Spanish Autonomous Regions. It departs from the premise that the role of sectoral plans should be to specify integrated plans and to them make operational. The paper starts with a short introduction about sectoral plans and their relationships with Spatial Planning Policy. The second section introduces the multicriteria method used to assess the situation of Territorial Sectoral Planning (TSP) at regional level in accordance the first premise. Results are presented in the third section, which allows to know the model of Spatial Planning in each Spanish Autonomous region, as well as the current nature of the existing relationship between sectoral and integral planning. That leads to a diagnosis of Spatial Planning Policy at Spanish level and its future perspectives in the final section

Territorial culture : from information to knowledge and commitment for citizen action : initiative of the chair of Valencian Territorial Culture

El artículo trata de la necesidad de desarrollar una apropiada y necesaria cultura territorial entre la ciudadanía, en un sentido cada vez más comunitario y autónomo, ante el creciente control a la que esta se ve sometida desde diferentes ámbitos. Se presenta como uno de los últimos reductos de politización y compromiso ciudadano para la sostenibilidad del territorio. En este contexto y condiciones se crea la Cátedra de Cultura Territorial Valenciana, que trata de desarrollar este carácter resiliente para con el territorio mediante distintas líneas de actuación que se explican y argumentan a lo largo del texto. Se aborda y defiende la necesidad de consolidar la Ordenación del Territorio como política de primer nivel para poder avanzar en nuevas formas y enfoques de la planificación, tratando de superar de forma efectiva la consolidada tradición que hace prevalecer el enfoque sectorial sobre el integral. Los problemas complejos que tratan de resolverse con métodos y enfoques simples y tecnocráticos, acaban por volverse complicados y de difícil solución. Con ello se pretende conseguir una mayor eficacia, una aplicación más fácil y eficiente de la política de Ordenación del Territorio, más democrática y participada, y tratar de establecer mejores puentes entre teoría y práctica.This paper analyses the need of developing an appropriate territorial culture from an increasingly communitarian and autonomous perspective among citizens, since it faces an increasing control from different areas. It is presented as one of the last strongholds of citizen politicization and commitment for the sustainability of the territory. Under such conditions, the Chair of Valencian Territorial Culture is established with the aim of developing this resilience to the territory, implementing several measures that are developed and supported throughout the work. Also, it is analysed and supported the need to consolidate the land-use planning as a first level policy to make a progress in new forms and approaches to planning, trying to effectively improve the consolidated tradition that makes the sectoral approach prevail over the integral one. Complex problems are difficult to solve when being dealt with simple and technocratic methods and approaches. Overview of PAN 2020: Authorship Verification, Celebrity Profiling, Profiling Fake News Spreaders on Twitter, and Style Change Detection

[EN] We briefly report on the four shared tasks organized as part of the PAN 2020 evaluation lab on digital text forensics and authorship analysis. Each tasks is introduced, motivated, and the results obtained are presented. Altogether, the four tasks attracted 230 registrations, yielding 83 successful submissions. This, and the fact that we continue to invite the submissions of software rather than its run output using the TIRA experimentation platform, marks for a good start into the second decade of PAN evaluations labs.We thank Symanto for sponsoring the ex aequo award for the two best performing systems at the author profiling shared task of this year on Profiling fake news spreaders on Twitter. Overview of PAN 2021: Authorship Verification, Profiling Hate Speech Spreaders on Twitter, and Style Change Detection.

[EN] The paper gives a brief overview of the three shared tasks to be organized at the PAN 2021 lab on digital text forensics and stylometry hosted at the CLEF conference. The tasks include authorship verification across domains, author profiling for hate speech spreaders, and style change detection for multi-author documents.
